Organizational and Legal Basis of the Mechanism of Implementation and Management of Public-Private Partnership Projects in Uzbekistan

This article examines the organizational and legal foundations of the mechanism for implementing and managing public-private partnership (PPP) projects in Uzbekistan from 2018 to 2023. Through analysis of over 40 legal documents, including laws, presidential decrees, and Cabinet of Ministers decisions, the study reveals a focus on PPP projects in social development, housing and communal services, agriculture, green economy, energy, and transport. The adoption of the Law "On Public-Private Partnership" in 2019 and the guarantee of private partner rights have played a crucial role in attracting investments to these projects. The development of PPP activities in Uzbekistan and their support by the state are reflected in the adopted legal frameworks.
