Abstract

The state administration system, like any social organism, has complex organization, functions and structure (structure), as well as the relations between the subject and the object. Among them, the dialectical relations between the subject and the object are important for us. The public administration system is one of the complex social systems. Complex social systems and institutions are always characterized by changes in quantity and quality, even uneven development [1]. The core of this change and development is the relationship between the subject and the object, their dynamics.
