Abstract

A zoning system for new student admissions aims to equalize education access and eliminate school casteism for all Indonesian citizens regardless of socioeconomic status. This system creates polemics and skepticism in society. The research method used a Systematic Literature Review (SLR). It was conducted by collecting journal articles about the zoning system for new student admissions. The study results revealed that there are many impacts caused by it. The negative social impacts outweigh the positive social impacts. The positive social impacts consist of increasing the ability of teachers to manage learning activities, easing the burden on students' families, and making it easier for parents to supervise their children. The negative social impacts of the zoning system consist of increasing the burden of teaching tasks, weakening the encouragement of low-skilled students, decreasing the motivation of high-skilled students, violating children's rights, and increasing the violations of school rules. To reduce its negative social impacts, a solutive discourse is needed. The discourse needs to be followed and supported by the quantity and quality of human resources and infrastructure with adequate and equal quality.
