Determinants of Policy Implementation Standard Operational Procedures for Licensing Services at the Investment Service and One-Stop Integrated Service in the City of Tomohon

Abstract

This study aims to analyze the determinants of the implementation of Standard Operating Procedures for Licensing Services (Imb-R) policies in the Investment and One-Stop Services Office of the City of Tomohon using phenomenological qualitative research methods using observational data collection techniques, interviews and documents. The results of this study indicate that a) communication in the form of socialization has not occurred because the target has not been able to use the omline system application, b). The implementation of Licensing Services, Permits to Establish Advertising Buildings at the Investment Service and One-Stop Integrated Services for the City of Tomohon is limited to the provision of funds as determined, c). Infrastructure related to Standard Operating Procedures for implementing policies such as websites and online information systems OSS, Simantaptom, hampered in the ability to input both Front Office and Back Office staff which only has one person available, d). The disposition in overcoming the addition of resources and technical resources has not received serious attention from the apparatus determining the success of the policy. For this reason, it is suggested that it is best to expedite the implementation of the Licensing Service Implementation policy, Permits to Establish Advertising Buildings at the Investment Service and One-Stop Integrated Services for the City of Tomohon, it is better: that a) there is communication between implementers and policy targets, b). Implementation of Licensing Services, Permits to Establish Advertising Buildings at the Investment Service and One-Stop Integrated Services for the City of Tomohon provide funds to support policy implementation, c). OSS staff, Simantaptom, Front Office and Back Office staff are added and trained so they can support policy implementation, c). a disposition is needed in overcoming additional funding and technical resources for the Implementation of Licensing Services, Permits to Establish Advertising Buildings at the Investment Service and One-Stop Integrated Services for the City of Tomohon.
