Abstract

This article examines the theoretical and legal foundations of the Institute for Regulatory Impact Assessment (RIA) and its relationship to other types of legal expertise in the rule-making process. Through the use of comparative analysis methods, both structural intersections and distinguishing features of RIA from legal expertise have been identified, including procedural elements, goals, methodological approaches, and forms of citizen participation.
