Public Procurement in Uzbekistan: Institutional Uncertainties Regarding Pre-Contractual Complaints

Abstract
This article examines the legal and institutional gaps in Uzbekistan’s public procurement system, specifically focusing on the effectiveness of complaint mechanisms available before the conclusion of procurement contracts. Although Uzbekistan has introduced complaint review procedures through the Complaints Review Commission, these mechanisms are largely ineffective once a contract is signed. The absence of a mandatory “standstill period” between the announcement of tender results and contract signing significantly limits participants' ability to challenge unlawful procurement decisions in a timely manner.
