Abstract

This article explores the development and implementation of administrative procedures and electronic government (e-government) mechanisms in Uzbekistan, examining their alignment with international standards. As Uzbekistan undergoes rapid digital transformation, reforms enacted since 2015 have established comprehensive legal frameworks and innovative institutional models aimed at enhancing transparency, efficiency, and citizen participation in public administration. The findings indicate significant progress in service digitization, legal codification, and inter-agency integration, positioning Uzbekistan as an emerging leader in Central Asia. However, the study also identifies challenges, including digital inclusivity, cybersecurity, administrative culture shifts, and sustaining long-term innovation. Policy-oriented recommendations highlight the importance of continued infrastructural investment, digital literacy enhancement, user-centric service design, and adherence to international benchmarks. Ultimately, the Uzbek model demonstrates a noteworthy blend of global standards and local innovation, providing valuable insights for other transitional economies pursuing digital governance reforms.
