From Administrative Arrest to Systemic Protection: A New Approach to Combating Harassment

Abstract
This article addresses the problem of sexual harassment in Uzbekistan amid a growing number of reported cases and in light of international experiences in counteracting such offenses. A comparative analysis of the legislation of several jurisdictions—including the United States, the United Kingdom, France, and selected CIS states—is presented. Particular attention is given to deficiencies in the national legal framework and shortcomings in law enforcement practice. The author proposes a set of comprehensive measures for legislative improvement, including refinement of legal definitions, the introduction of a separate provision in the Criminal Code, the establishment of offender registration mechanisms, the implementation of preventive programs, and the strengthening of psychological and legal support for victims. The study underscores the necessity of political will, institutional reforms, and broad public engagement to cultivate zero tolerance toward sexual harassment.
