Overview of the Legislation of the Republic of Uzbekistan on the Creative Economy

Abstract
The article analyzes the overview of the legislation of the Republic of Uzbekistan on the creative economy. In September 2024, Uzbekistan’s Oliy Majlis approved the Law on the Creative Economy. The law defines 15 creative sectors, including literature, architecture, performance and audiovisual arts, fashion, museums, publishing, media, concerts, digital technologies, advertising, fine arts, and handicrafts. To implement unified state policy, it establishes a Republican Council for the Development of the Creative Economy—a presidentially approved advisory body—and empowers the Cabinet of Ministers and relevant agencies. The law also mandates the creation of creative industry infrastructure—such as parks, clusters, art residences, and digital platforms—and allows firms generating at least 80% of their revenue from creative activities to be registered as park residents, granting them access to support services while excluding state-owned entities. Additionally, dedicated support funds, statistical indicators, and heritage preservation measures are instituted to enhance innovation, cultural promotion, and economic growth.
